What is a Phase I ESA and when is it required?
- A Phase I is a visual assessment of a site to determine if any Recognized Environmental Conditions (REC) exist.
- It includes a site visit, a review of previous reports, a review of historic aerial photographs,
topographic and Sanborn Fire Insurance maps, a review of site records from Federal, state and local agencies,
a Federal, state, and Tribal environmental database search, and personal interviews.
- It is generally performed when a property changes ownership, is used for collateral, or is undergoing refinancing.
What is a Phase II ESA?
- A Phase II is a follow-up to a Phase I, in the event that REC's and/or environmental issues are fond on the site that need further investigation or a various samplings.
